AI does not live in your phone. It lives in big buildings full of computers, plugged into the power grid. Estonia is turning one of them, at Hüüru near Tallinn, into a factory that makes intelligence.

What it is

A bakery turns flour into bread. This turns electricity into answers.

When you ask a chatbot something, or a hospital scanner spots a problem on an image, a computer does the work. That computer is not in your phone. It sits in a large building somewhere, plugged into the power grid.

A building made for that job is called an AI factory. The name comes from industry. Power and data go in at one end. Answers come out the other, all day and all night.[10]

So why does this need a special building? Heat. A cabinet of AI computers draws about ten times the electricity of an ordinary one, and almost every watt of it comes back out as heat.[12]

Fans and cold air cannot keep up. So the power supply, the cooling and the layout all have to be designed around that heat from the first drawing. Take an ordinary data centre and fill it with AI computers and it will not cope. That is why these buildings are being built, or rebuilt, one at a time.

In one line

A normal data centre is a library. An AI factory is a foundry. Both hold valuable things, but only one runs hot enough that you have to design the building around the heat.

Why it matters

Right now, almost none of this happens in Europe.

Nearly every AI tool Europeans use today runs on machines owned by companies somewhere else. For everyday things that is fine. It stops being fine the moment the data is sensitive. A hospital, a bank or a ministry often simply may not send its records to a computer in another country.

The European Commission has said this out loud: not having enough computing capacity is holding the continent's own economy back. So it has started paying for buildings, not just for software.[14]

The law that protects your data depends on where the machine physically stands. Keep it in Estonia and one set of rules applies, with one set of courts behind it.

People call this sovereign compute, which sounds grander than it is. In plain terms it means knowing whose courts you end up in when something goes wrong.

The climate does the cooling

Cooling is the largest running cost after electricity itself. A naturally cold country gets a good deal of it for free, which is why the Nordics filled up with data centres first.[1]

Power is cheaper and cleaner

Estonian electricity costs less than in the large western European markets, and most of what the country generates now comes from renewable sources.[1][18]

Building here costs less

Construction is meaningfully cheaper than in the Nordics or in Frankfurt, Amsterdam, Paris and Dublin, for the same European standards.[1]

Inside the EU and NATO

One legal system, one currency, and a country that hosts the NATO cyber defence centre and an EU border systems agency.[1]

The grid changed sides

In February 2025 the Baltic states left the Russian-controlled power system and joined the Continental European grid, without blackouts.[19]

The skills already exist

Estonia has spent twenty years building a digital state and a software industry. The engineers who would run a building like this are already here.[20]

What Estonia gets out of it

Estonia already sells electricity. This sells what the electricity makes.

A lot of Estonian electricity leaves the country as electricity, at electricity prices. Run it through a building like this instead and the same power leaves as a service that Europe pays much more for. The interesting part is not the technology. It is where the money ends up.

The same power, worth more

A kilowatt sold as computing time is worth far more than a kilowatt sold as electricity. That difference is earned, and taxed, in Estonia rather than somewhere else.

Jobs people actually want

Estonia's technology sector already accounts for more than seven percent of the economy, and pays close to double the national average wage.[20] Infrastructure like this feeds that sector rather than competing with it.

Estonian keeps working

Big AI models learn mostly from English, and they handle Estonian by translating rather than understanding it. Researchers here train their own models so the language works properly in everyday tools. Those models need somewhere to run.[13]

One thing we will not pretend to know

Nobody has published a figure for what this project adds to Estonian GDP, and we are not going to make one up. The numbers above describe the technology sector as a whole, not this one building. What can be said honestly is the direction of travel, not the size of the prize.

What it is used for

Nobody buys computing power. They buy what it does.

Hospitals

Reading scans and helping doctors spot things early. Patient records are exactly the kind of data that is not allowed to leave the country.[7]

Weather

Better forecasts for farmers, shipping, storm warnings and energy planning. The EU lists this among the biggest wins.[15]

Factories

Spotting a faulty part on the line, and knowing a machine will fail before it does.[15]

Banks

Catching fraud while a payment is happening. Banks are tightly regulated on where their data may sit.[7]

Government

Translation, document handling and citizen services, on systems the state can audit itself.[7]

Smaller companies

Buying a room full of AI chips is out of reach for most firms. Renting a slice of someone else's is not.[7]

The building

This building already exists.

A data centre has stood at Hüüru, twenty minutes west of Tallinn, for four years. It is the largest in the Baltics, it runs on renewable supply, and it is the only one in the region certified to the European data centre standard.[3][4]

It is now being rebuilt inside so AI computers can move in, under a programme worth close to two hundred million euros and due to finish at the end of 2026.[2] Most of that money is being spent within the existing walls rather than on a new site.
